Four arrested on various charges after drug warrant was served

Drum, Gonzalez, Manivong, Morris jailed; marijuana, meth, narcotics seized

Arkansas City Police Department badgeARKANSAS CITY, Kan. (March 6, 2019) The Arkansas City Police Department arrested four people March 2 after serving a search warrant for drug possession in southeast Arkansas City.

Brandon Lee Austin Drum, 31, of Wichita, was arrested on suspicion of one misdemeanor count each of possession of drug paraphernalia and possession of marijuana.

Drum was transported to and booked into the Cowley County Jail in lieu of $2,000 bond through Cowley County District Court in Arkansas City. He remained in custody at the time of this release.

Amber Dawn Gonzalez, 32, of Newton, was arrested on suspicion of misdemeanor counts of criminal use of a financial card and theft of property totaling less than $1,000 in value.

Gonzalez was transported to and booked into the county jail in Winfield in lieu of $2,000 bond through Arkansas City district court. She since has posted bond and been released.

Celina Latsamy Manivong, 25, of Winfield, was arrested on suspicion of one felony count each of no drug tax stamp, possession of a controlled substance and possession of opiates or narcotics. She also was arrested on suspicion of misdemeanor possession of drug paraphernalia.

Manivong was transported to and booked into the county jail in lieu of $10,000 bond through Arkansas City district court. She remained in custody at the time of this release.

Tori Renea Morris, 41, of Winfield, was arrested on suspicion of two felony counts of possession of opiates or narcotics, plus one felony count each of no drug tax stamp and possession of a controlled substance. She also was arrested on suspicion of misdemeanor possession of drug paraphernalia.

Morris was transported to and booked into the county jail in lieu of $14,500 bond through Arkansas City district court. She remained in custody at the time of this release.

Officers executed the search warrant at 10:24 p.m. March 2 at a residence located in the 1300 block of South A Street.

Police made contact with the four suspects, as well as an additional male occupant of the house.

Among the items seized from the home as evidence included marijuana, a smoking device containing suspected drug residue, methamphetamine and level-4 controlled substance pills.

A defendant’s guilt or innocence is to be determined by a court of law.
