City Manager Department

The City Commission appoints the City Manager for an indefinite term and serves as the City’s chief executive officer. As provided by state statute and City ordinances, the City Manager’s Office supervises and directs the administration of all City departments to ensure that the City’s laws, ordinances, and resolutions are enforced.

The City Manager’s Office is responsible for recommending measures for adoption by the City Commission which are deemed necessary for the welfare of the citizens and the efficient administration of municipal government.

Furthermore, the City Manager’s Office prepares a proposed budget for the City Commission and is responsible for appointing and removing all City employees. This department includes the City Manager, City Attorney and City Clerk, City code enforcement, emergency management, geographic information systems, human resources, parks and facilities, planning and zoning, and public information functions.

 

Duties of the City Manager

  • The administration of the City’s business shall be the responsibility of the City Manager.

  • The City Manager shall be appointed by the City Commission and shall hold office at the pleasure of the commissioners.

  • The City Manager shall be chosen solely on the basis of administrative ability.

  • The City Manager shall receive a salary fixed by the City Commission.

  • The City Manager shall be responsible for the administration of all the affairs of the City and shall see that the laws and ordinances are enforced.

  • The City Manager shall appoint and remove all employees of the City, and all appointments shall be upon merit and fitness alone.

  • The City Manager shall be responsible for the discipline of all appointive officers and may, without notice, cause the affairs of any department or the conduct of any employee to be examined.

  • The City Manager shall prepare and submit the annual budget to the Governing Body.

  • The City Manager shall keep the City Commission fully advised as to the financial conditions and needs of the City.

  • The City Manager may make recommendations to the City Commission on all matters concerning the welfare of the City.

  • The City Manager shall have a seat, but no vote, in all of the public meetings of the Governing Body.

  • All department heads shall make regular reports to the City Manager.
